Through the implementation of practical and impactful infrastructure and policy interventions, Bursa seeks to achieve its vision of a resilient, innovative, and liveable city that thrives while respecting its historical, cultural, and natural heritage.

The Bursa Green City Action Plan (GCAP), developed by Bursa Metropolitan Municipality within the framework of the European Bank for Reconstruction and Development (EBRD) Green Cities programme, provides a comprehensive and evidence-based roadmap to address the city’s priority environmental challenges while supporting climate resilience and sustainable urban growth.

Prepared through a robust analytical and participatory process, the GCAP assesses Bursa’s environmental performance across eight key sectors—land use, buildings, industries, transport, water, energy, solid waste, and climate and environment. Using the OECD Pressure–State–Response (PSR) framework and the EBRD Green City Action Plan methodology, the plan identifies structural challenges such as air and water pollution, greenhouse gas emissions, loss of natural capital, and increasing climate-related risks.

Implementation of the Green City Action Plan is expected to mobilise approximately EUR 2.13 billion in capital investment and generate significant co-benefits, including job creation, increased natural capital value, and improved quality of life for residents. As Bursa enters the implementation phase, the GCAP serves as a strategic instrument to translate climate ambitions into concrete, locally grounded action and to position the city as a leading example of integrated urban sustainability in Türkiye and the wider region.

Building on this assessment, the Green City Action Plan defines 32 priority actions combining infrastructure investments, policy interventions, and capacity-building measures. These actions are designed to deliver measurable outcomes, including emissions reductions, improved resource efficiency, enhanced urban liveability, and strengthened resilience to climate impacts, while ensuring alignment with national and international climate objectives.

A central feature of the Bursa GCAP is its strong emphasis on stakeholder engagement and local ownership. Over the course of the plan’s development, more than 1,800 participants from public institutions, academia, civil society, and the private sector contributed through workshops, technical meetings, and surveys. This inclusive approach ensures that the proposed actions are both technically sound and locally relevant.
