Strengthening Regional Resilience: Integrating Risk Assessment and Nature-Based Solutions in Skåne

Skåne is bringing together municipalities, regional authorities and other stakeholders to turn climate risk assessments into practical adaptation measures, promoting nature-based solutions to address flooding, drought and coastal risks.

The County Administrative Board of Skåne is closing the loop between climate risk analysis and practical implementation through a comprehensive stakeholder engagement process and a dedicated conference on nature-based adaptation.

The journey toward a more resilient Skåne began with a rigorous participatory process. Between March and June 2026, a series of Key Risk Assessment (KRA) workshops were conducted, involving a broad spectrum of stakeholders. These sessions included ten key municipalities—including Malmö, Helsingborg, Kristianstad, and Ystad—as well as the Swedish Transport Administration (Trafikverket), Region Skåne, and several water councils (Sege å, Kävlinge å, and Höje å).

These workshops provided critical insights into local vulnerabilities, such as the need for updated pumping stations for cloudburst management in Kristianstad and long-term coastal protection strategies in Landskrona. By aggregating results from 16 different groups, the region has developed a nuanced understanding of coastal flooding, river flooding, and drought risks, ensuring that future adaptation is based on local evidence and stakeholder consensus.

To translate these findings into action, the County Administrative Board of Skåne, in collaboration with the Swedish Geotechnical Institute (SGI), is hosting a conference on December 4th in Malmö. The event focuses on Nature-based Solutions (NbS) as a sustainable alternative to traditional “grey” infrastructure.

The conference will showcase practical examples from the FORSEE-CLIMAAX and MANABAS coast projects, including successful measures along the Bohus coast and international best practices. A key highlight will be a case study from the City of Helsingborg, sharing how the municipality continues to implement NbS after the formal project period has ended.

The event will conclude with a high-level panel discussion featuring representatives from academia, state authorities, and local government. The goal is to define a roadmap for making nature-based solutions the “normal” and preferred choice for climate adaptation in the region.

By combining the strength of local involvement of the Key Risk Assessments with the innovative approach of Nature-based Solutions, Skåne is introducing a scalable work process for climate resilience which is based both on knowledge and active participation from those who are responsible and involved.
