Located along Portugal’s central coast, the Aveiro Region—a territory defined by the Atlantic Ocean and the Ria de Aveiro lagoon—faces growing climate challenges including flooding, sea-level rise, droughts, and heatwaves. These threats impact vital local sectors such as agriculture, tourism, and industry.
Through the CLIMAAX4CIRA project, the region is advancing a comprehensive Climate Risk Assessment using the standardized CLIMAAX methodology. The initiative merges scientific data with local insights to pinpoint vulnerabilities and guide evidence-based adaptation planning.

After completing Phase 1, which outlined a baseline risk profile and identified data gaps, Phase 2 now focuses on refining analyses and translating them into actionable adaptation strategies. In early November, stakeholders from all 11 municipalities will convene to discuss findings and chart the next steps in building a coordinated regional response.
The project’s progress will also be showcased at the 1st National Conference on Environmental Justice, taking place in Aveiro in February 2026, underscoring the deep connection between climate resilience, equity, and sustainable development.
Developed collaboratively by the Intermunicipal Community of the Aveiro Region (CIRA) and the University of Aveiro, CLIMAAX4CIRA embodies a shared commitment to future resilience and sustainability across Portugal’s coastal territories.
