Community of Practice | River Flood Risk Assessment: Learning from Regions

Flooding is emerging as one of Europe’s most disruptive and costly climate threats, with growing impacts on communities, critical infrastructure, natural systems, and regional economic stability. Heavier downpours and altered river dynamics – often intensified by urban expansion and land-use change – are reshaping exposure and vulnerability in ways that require rigorous, data-driven Climate Risk Assessments (CRAs).

This CLIMAAX Community of Practice webinar is the third in the new hazard- and workflow-focused series. Participants gained insights into how regional teams have assessed flood hazard likelihood, exposure, and vulnerability, and how the resulting analysis has informed local adaptation planning and risk management strategies.

Through discussions with Toolbox developers, participants delved deeper into methodological choices, challenges, and lessons learned, supporting the translation of flood risk assessment into actionable resilience strategies.

The webinar opened with presentations by Natalia Aleksandrova (Deltares) and Gloria Mozzi (CMCC), who respectively introduced the River Flood Map and River Discharge Workflows and the Building Damage and Exposed Population Workflow.

The programme then turned to regional implementation, with Gaia Galassi and Francesca Sini (Regione Marche) presenting the Pesaro case study. Their contribution demonstrates how flood maps and future discharge scenarios have been used to support adaptation planning and inform decision-making processes at the regional level.

The session concluded with a moderated panel discussion, key takeaways and information on upcoming events.
